7.1 Introduction
The parking standards reflect the requirements of the Wakefield District Local Plan and are based on the Uses Classes Order as last amended in 2020 and set out in the Town and Country Planning (Use Classes) Order 1987 (as amended).
This Appendix provides minimum standards for most parking provisions with maximum ratios outlined for non-residential developments.
Additional facilities to encourage the use of bicycles within the district are encouraged in all locations.
General points
Car free developments are encouraged in the Highly Urban or Urban Area Types which are outlined in Parts A and B of the Wakefield District Design Code and in Appendix 4: What good looks like: Area Types. Parking standards for sites within the Highly Urban and Urban Area Types will be reviewed on a case-by-case basis and a review of existing public parking in the area will be required.
Financial contributions from the applicant may be required towards highway infrastructure, public transport or road safety measures.
Proposals to provide car parking in accordance with the standards using underground space will be determined on merit.
Most of the non-residential standards are related to floorspace area. Calculations should be rounded up to the next whole number.
Where a development incorporates two or more land uses with different parking standards, the standards appropriate for each use should be applied in proportion to the extent of the respective uses by calculating each land use separately and adding these together for an overall figure.
Shared use provision will be supported where this is likely to be achieved without conflict, for example where the uses most operate at different times of the day or days in the week.
Residential applications leading to increased demand for parking through increasing the number of planning units
In circumstances where car and cycle parking are to be provided as the consequence of the re-development and conversion of an existing building, for example a large house into separate flats, the council may exercise discretion in applying the guidance. Each application will be judged on its merits and solutions arrived at by the application of the principles and guidance set out in this document.
Conversion of garages
Where a garage is converted to living space and there is no other existing secure location to park a bicycle or bicycles, cycle parking standards in line with new residential guidelines will be applied. In circumstances where the garage was of an acceptable size to provide a car parking space, car parking will need to be provided to meet the current standards.

Within Use Class C3, the car parking requirements for different residential types and numbers of bedroom is in table 7a. The parking standards specific to sheltered housing is in table 7b. Cycle parking, visitor parking and car club parking required for any development within Use Class C3 are set out in table 7c.
Specifications to be included in the proposal relating to car parking are the following: Parking places may be provided in communal parking areas with allocated spaces. Garages will not be considered to be parking spaces. This standard will be reviewed on receipt of a review of existing public parking in the area for the Highly Urban or Urban Area Types.

Visitor parking standards for different types of school is set out in Table 17a. The other parking standards are set out in Table 17b and apply to all types of educational institutions in this use class.
