B5.9.6 Basement and tiered above ground parking

Basement parking (defined as any parking located entirely or partially below ground level) and/or tiered above ground parking must:
be internally lit and secure
have discrete entrances which utilise materials that complement the building design
maintain an active and vibrant street frontage by avoiding exposed parking structures at ground level and large blank façades
ensure practical requirements are met including adequate headroom and ramp geometry, structural load capacity (particularly for heavier electric vehicles), air circulation, and appropriate measures to mitigate flood (where necessary) and fire risks

Security measures for basement parking should include automated access doors, CCTV and access control to both the basement and the main building.

To ensure safety and legibility, pedestrian walkways within parking areas must be clearly delineated. Where dedicated footways cannot be fully provided, clear pedestrian-priority zones must be created using contrasting surface materials, or markings to define safe routes.

Podium decks above basement parking should be designed to contribute positively to the environment and local character. This can be achieved through features such as communal outdoor spaces, planting to enhance biodiversity and wellbeing, or renewable energy infrastructure such as solar panels. Where podium parking is proposed, applicants should demonstrate within the application, how the space will be safely managed and maintained, including appropriate lighting, CCTV, and access controls.
