B5.9.1 Residential cycle parking

Developments must accord with District-Wide Cycle and Other Parking Standards (Appendix 7). Applicants are encouraged to provide greater provision than the minimum wherever possible.

Residential cycle parking must:
be provided within the home, garage, or within a separate (secure) cycle store
be accessible with sufficient capacity to meet present and future demand
include the provision of “Sheffield” type stands at areas of open spaces
provide capacity for adaptable cycles (5%), this may need to include electric bikes
be inclusive to those with a physical, sensory or cognitive impairment, and is recommended to have step-free access
not utilise vertical cycle parking, unless gas enabled due to the requirement to lift cycles

Garages in new dwellings must be designed to accommodate cycle storage in addition to other items. Where there is no on-plot garage, covered, accessible, convenient and secure cycle parking must be provided within the domestic curtilage.

For proposals that include apartments, communal cycle storage must:
be designed with the Local Transport Note 1/20 (LTN 1/20) principles
be provided at 1 space per bedroom
be secure, conveniently located, and covered
benefit from good natural surveillance from the apartments it serves
be well lit and incorporate CCTV where located externally
be separate from waste and recycling storage areas, and to not be obstructed by these facilities
not obstruct sight lines, or pedestrian and cycle routes
be robustly constructed and ideally security-rated or certified to reduce the risk of bicycle theft, especially for external storage

On-street visitor cycle parking should:
be designed with the Local Transport Note 1/20 (LNT 1/20) principles
be located on dedicated build-outs (such as extended footways, kerb build-outs, or parking bay conversions)
be designed to avoid obstructing sight lines, pedestrian access, and maintain clear footways and routes
ensure proposed stands are aligned with other street furniture, covered by natural surveillance and/or CCTV
include space for non-standard cycles such as cargo bikes, adapted cycles, and recumbents (ideally provided at the end of racks)
