B5.7.4 Consistency across phases

Where developments are proposed to be delivered in phases, boundary treatments and heights must remain consistent across the whole development, avoiding piecemeal approaches that lead to disjointed streetscapes.
Exception: Where boundaries are designed to be deliberately different to respond to distinct character areas within phases of the development (this approach must be demonstrated in the Design and Access Statement (DAS) or Boundary Treatment Plan).
