B5.7.3 Dealing with level changes

Where level changes occur between the street and dwelling entrances, transitions should be managed using terracing, stepped planting, or low retaining walls rather than continuous, stark boundary walls that separate the property from the pavement.
For changes up to 0.6 metre, gentle slopes, planted terraces, or staggered low walls are preferred over steep or abrupt steps. When level differences exceed 0.6 metre, tiered walls combined with planting should be used to soften their visual impact and create a more cohesive streetscape.

The maximum height of any single retaining structure, not including any fencing which may be placed on top, should be 1.5 metres before a break is required through stepped landscaping or terracing. Any structures of 1.5 metres and above that are adjacent to the highway will require approval from the Council’s Bridges Team to ensure safety and structural integrity.
Exception: Where a retaining structure forms the front boundary of a property or unit.
