B1.4.1 Views from surrounding areas

Development must consider views towards the site from surrounding areas with distinct or sensitive character, including the district’s heritage assets, areas of countryside, rivers and canal corridors, skylines, landmarks, and key views (as determined via the Site Appraisal Assessment C1.1, and G1.1).

Where development forms a transition to these areas, proposals must demonstrate how scale, massing, and design respond positively to local character and, where appropriate, enhance existing skylines, landmarks, or key views that contribute to the district’s character and distinctiveness (as determined via the Local Character and Context Assessment C1.2 and G1.2).

Exception: Whilst householders are not required to provide a direct assessment, it is important that views and transitions from the surrounding area are used to inform positive design proposals (as outlined under G1.1 and G1.2).

Applicants must demonstrate appropriate transitions in scale, massing, and site integration, by using objective and technical information. For major and relevant minor applications this is best achieved through the provision of:

  • 3D models that incorporate accurate topographical data

Other examples may include the use of:

  • a selection of street-scenes demonstrating context and the proposed development (including planting)

  • cross-sections illustrating changes in ground level and built form

  • photomontages based on verified viewpoints

Non-technical visualisations, such as artist’s impressions, must not be used as the primary means of demonstrating compliance.

Taking on the findings from the Site Appraisal Assessment (C1.1 and G1.1), applicants should:

  • identify existing and potential long-range, short-range, and open views to and from the site (taking into account topography and built form)

  • consider dynamic views, showing how the development will be experienced when moving through the landscape on foot, by bicycle, or by vehicle

  • map and positively integrate opportunities to preserve, frame, or enhance key views into the development layout and design
